Established in 2014, TR § 21-809 states the MD Police Training Commission shall develop a Speed Monitoring System [SMS] Program Administrator training program concerning the oversight and administration of speed monitoring program by a local jurisdiction. TR § 21 809 requires a program administrator to participate in the training program before a local jurisdiction implements a new speed monitoring program and subsequently at least once every two years.
This training session will review the contents of TR § 21- 809; the duties and responsibilities of a SMS Program Administrator including contract monitoring/oversight and program policy and procedure development; SMS data reporting requirements and the format to be used to report data to the Maryland Police Training Commission; and a number of suggested best practices for a SMS program.

In 2014 the initial sessions of the Speed Monitoring System [SMS] Program Administrator’s training program, as required by TR § 21-809, were conducted by the Maryland Police Training Commission. In addition to providing training to existing SMS Program Administrators, TR § 21 809 requires any individual who is designated by a local jurisdiction as a NEW SMS Program Administrator also participate in the next available SMS Program Administrator’s Training Program. In order to assist local law enforcement agencies in meeting this requirement of the law, the Maryland Police Training Commission will conduct one (1) training session for NEW SMS Administrators or individuals who may become SMS Program Administrators in the near future. This training session will review the contents of TR § 21- 809; the duties and responsibilities of a SMS Program Administrator including contract monitoring/oversight and program policy and procedure development; SMS data reporting requirements and the format to be used to report data to the Maryland Police Training Commission; and a number of suggested best practices for a SMS program.

Cost for this training will be $50 per agency. That $50 registration fee covers up to two (2) individuals per agency. If an agency wishes to send more than 2 individuals there is an additional $25 registration fee per individual.
