This First Line Administrator (FLA) Program is mandated by COMAR for all police and correctional personnel assigned or promoted into their department’s first line administrator rank. Participants must complete this 35-hour program within 12 months of their promotion. This program meets the Maryland Police Training and Standards Commission's and the Correctional Training Commission's objectives for First Line Administrators. This program equips participants with the core competencies needed to manage complex administrative functions, navigate human resources challenges, and effectively lead personnel in a high-stakes environment. To successfully complete the program, students will be required to take daily quizzes with a minimum average score of 75% and maintain at least a 90% attendance throughout the duration of the course. There is a strict deadline for registration of 1-week prior to the first day of class.
Important Notices:
- Agencies holding a seat with a yet to-be-determined student will need to enter the information TWO MONTHS prior to the course start date. If student information is not entered by this time, the hold will be automatically removed from the roster.
- The Date of Promotion to Current Rank is required to enroll in this course.

This is a 10 day program required by the Police and Correctional Training Commissions for all police and correctional personnel assigned or promoted into their department’s first line administrator rank. In addition to meeting the requirements established in C.O.M.A.R., this program is designed to give students the basic skills they will need to function successfully in their role as first line administrator. All sessions will be held at the Public Safety and Education Training Center in Sykesville with a maximum capacity of 24 participants, limited to 12 police and 12 correctional personnel. Cost: $150.00 (excluding DPSCS employees)
