This First Line Administrator (FLA) Program is mandated by COMAR for all police and correctional personnel assigned or promoted into their department’s first line administrator rank. Participants must complete this 35-hour program within 12 months of their promotion. This program meets the Maryland Police Training and Standards Commission's and the Correctional Training Commission's objectives for First Line Administrators. This program equips participants with the core competencies needed to manage complex administrative functions, navigate human resources challenges, and effectively lead personnel in a high-stakes environment. To successfully complete the program, students will be required to take daily quizzes with a minimum average score of 75% and maintain at least a 90% attendance throughout the duration of the course. There is a strict deadline for registration of 1-week prior to the first day of class.

- Agencies holding a seat with a yet to-be-determined student will need to enter the information TWO MONTHS prior to the course start date. If student information is not entered by this time, the hold will be automatically removed from the roster.
- The Date of Promotion to Current Rank is required to enroll in this course.

This program replaces the 49-hour program and incorporates the newly adopted performance objectives. This program is now offered as a 10 day program suitable for both law enforcement and correctional officers and includes interactive, problem solving exercises focusing on the fundamental skills required of all first line administrators. Exercises are tailored to meet the needs and expectations of each class with examples drawn from both disciplines. The program is offered 4 times during 2011. Since this is a combined law enforcement/corrections program, there will not be separate sessions for police and correction personnel after February, 2006. All sessions will be held at the Public Safety and Education Training Center in Sykesville with a maximum capacity of 24 participants.
