This two-day class will cover virtually all principles and concepts applicable to the Law Enforcement Officers’ Bill of Rights. The comprehensive instruction will include coverage of all LEOBR statutes, practical tips, and an overview of important case law. In addition, the class members will engage and participate in a mock interrogation followed by a mock hearing. The class members will conclude the “mock” process by reviewing a hearing board decision with a special emphasis on its required components. The class is generally designed for officers who are or will be assigned the responsibility of conducting LEOBR investigations, officers who may be selected to serve on a LEOBR hearing board and executive level officers who seek a better understanding of the LEOBR. However, almost any officer may benefit from this class by gaining a more in-depth understanding of this important subject matter.

This course is designed to provide participants with a comprehensive review of Maryland’s Law Enforcement Officers’ Bill of Rights and addresses both the investigation process and the administrative hearing board processes. This course will provide an informed and intelligent analysis of the statutory, administrative and case law concepts that are relevant to all LEOBR proceedings, as well as practical tips for managing the investigation of complaints and the litigation of the cases. At the conclusion of the course, participants will be familiar with the general principles of conducting internal investigations, and be prepared to conduct LEOBR hearings in a manner that reflects fairness, efficiency and professionalism.
