This course aims to introduce participants to the Terrorist Threat Guidelines and the Quick Reference Handbook so they can effectively utilize this resource in their planning and response efforts. To accomplish this goal, the Terrorist Threat Guidelines: Law Enforcement Planning and Response to Changing Threat Levels course begins with a cursory review of the creation of the Department of Homeland Security, including mention of Homeland Security Presidential Directives 3 and 5.
