MCCPI-School Based Policing Training

ATTENTION: This course is reserved for Law Enforcement Officers in a school-based assignment such as School Police, SRO, DARE, GREAT, Adopt-a-School, or similar program.

In 2013 state wide focus groups were convened to address concerns regarding school safety in the wake of the school shooting in Sandy Hook Elementary School, Connecticut that that killed 24. One of the recommendations was to develop a program to provide essential training to school based police officers or School Resource Officers (SRO) to respond effectively to an active threat in their schools. The Maryland Police and Correctional Training Commissions (MPCTC) began developing the recommended training. Baltimore County Police and Maryland State Police assisted in providing the basis for the three day response portion of the training.

The first day of training focuses on the prevention of school incidents and fulfills the focus groups recommendation for a segment on Cultural Competency. The remainder of the day includes instruction on best practices for SROs in Maryland, Threat Assessment and Legal Issues, to address the objective of “Working Effectively in Schools.” Day two includes classroom instruction on the Evolution of Police Response to Active Threats, Best Practices in Police Response, Combat Psychology and Staying in the Fight. A case study of the Perry Hall HS shooting is presented to give critical insight into the ordeal of an active shooter on campus. Day three involves instruction in tactics and best practice response techniques to eliminate active threats, practice in shoot/don’t shoot school scenarios with a firearms simulator, and instruction in the use of Tactical Medicine and Combat Casualty Care. On day four students and instructors train at a local school and conduct force on force scenarios using Air-Soft pistols to enhance the training.
